Welcome to Specified Electrical Systems LLC

At Specified Electrical Systems we are highly dedicated to our customers and strive for quality rather than quantity. Specified Electrical Systems, LLC was started by Francis DiGuiseppe in 2005. Francis brings over 30 years of experience along with honest work ethics and strong knowledge in all areas of the electrical industry. Specified Electrical Services is your "One Stop Shop" for all your needs. Along with general electrical service and installations we also offer specialty services.

Francis DiGuiseppe: President

Francis began his electrical career in 1976, working his way up through the IBEW "R" program and Apprenticeship program. Developing his skills as journeyman and a foreman, Francis became a project manager and systems designer in 1986. For the subsequent 19 years, Francis developed and managed electrical construction and service projects in government, military, datacenter, commercial, and stadium facilities.

With a track record of successfully managing an ever-changing work portfolio of 10 to 20 million dollars, Francis developed a reputation of bringing projects in on time and under budget. Taking the lessions learned from his thirty years in the industry, Francis self-funded the creation of Specified Electrical Systems, LLC in 2005. Since then, he has grown Specified Electric to over 40 electricians installing lighting, gear, fire alarm, building automation, and HVAC Controls.

Norm Strickland: Vice President

Norm has been a member of I.B.E.W Local #26 since 1991. Norm holds a Maryland master electrician license, and is also NICET Level #IV for fire protection engineering. Some of his project experience includes; Fire Alarm upgrades at the Miller Senate office building, Franklin Court, and The Westin Hotel on Embassy Row in Washington, DC. Norm was the general foreman for the 2001 & 2004 multi-million dollar improvements to FedEx Field as well as the St. Mary's Hospital expansion in Leonardtown, Md. In 2006, Norm made the transition to project manager and estimator.

Richard Griffin: Vice President


Rick has close to a decade of experience working for the I.B.E.W Local #26. He has been involved in a variety of projects covering many aspects of the trade including the expansion of FedEx field in 2001. Along with his experience in the field and office, he has a bachelor's degree from Pennsylvania State University in Labor and Industrial Relations with a minor in Dispute Resolution Management. He is a dedicated and driven individual who will do whatever is necessary to ensure the satisfaction of everyone involved.

Lindi Romine: Office Manager

Lindi joined the Specified Electrical team in 2007, bringing nearly 10 years of experience in office management. Lindi oversees the day-to-day office duties, including payroll, human resources, accounts payable and accounts receivable.

Art Baltrym: Project Manager for Control Division

Art has 15 years experience working for IBEW Local 26 with experience in both the field and office. Art received an associates in construction management in 2004 from NVCC. Some of his field experience includes: Dulles Airport Expansion, Norman Cole Labs and Aerospace-Chantilly. In 2013, Art made the transition from field foreman to project manager. Since taking on the role of project manager, Art has overseen such projects as USGS Reston, The Wharf in DC and Consumer Financial Protection Bureau. Art continually strives to provide a speedy response, excellent customer service, reasonable pricing and an honest approach.

Gregory Brandts: Chief Estimator

Greg graduated from the Local 26 JATC Apprenticeship program in June of 2014. He holds his Journeyman's license in Washington, DC. Greg began his career with Local 26 as an "R" worker and quickly proved himself to be an asset to the field. Greg has 10 years of field experience with certifications that include OSHA 30, First Aid/CPR, and NICET Level 1 Fire Alarm Technician. Greg joined the staff as Chief Estimator in April of 2015 and has since become an irreplaceable asset to our team.

Bobby Terrett: Medical Systems Manager

Bobby began his electrical career over 33 years over as a 3rd generation union electrician. Developing from the "R" program, Bobby completed the JATC Apprenticeship program and for the subsequent 12 years, worked up throughthe ranks to run numerous commercial, industrial, and specialized projects. Moving in to the office as a Project Manager, Bobby began estimating and managing projects in medical facilities where he specialized in teh installation and upgrades of medical diagnostic and imaging equipment. bobby spend the next 16 years managing a revolving $3,000,000 portfolio. In addition to his own project portfolio, Bobby has managed an operation P&L for 50 electricians including labor management, safety and training. Bobby joined the Specified team in 2012.

Mike Wilson: Purchasing Agent

Mike has been buying electrical materials since 1985. Buying everything from day-to-day materials to tools and trucks, he has worked for several large electrical contractors and supply houses. Mike joined the Specified Electrical Systems team in 2017 doing what he loves, buying materials and working hands on with the various foremen and project managers in the company.

Matt Osborne: Major Project Superintendent

Matt has been a member of IBEW Local 26 since 1989 when he joined the apprenticeship. Upon successful completion of the Apprenticeship program, Matt became a Journeyman Electrician. Matt joined the Specified Electrical Systems' team when the company began in 2005 and has become our Major Project Superintendent. Matt's contributions added to the success of such projects at Brandon Shores Power Plant, Oella Mills, USDA George Washington Carver Center, and the Andrews Airforce Base Taxiway Lighting Replacement.
